City and district rankings from federal incident data · 2021-22 collection
Oklahoma schools filled out the 2021-22 federal civil rights collection more completely than the country did as a whole. Fewer of them show the pattern we grade as doubtful reporting: a school that reported almost nothing when schools of the same size, teaching the same grades, usually report something. Here that group is 94 schools, or 5.2% of the state. The same share nationally is 11.3%.
That difference is about paperwork, not about children. Nothing in this collection measures how safe a school is. It measures what a school wrote down and sent to the federal government. A state that reports more thoroughly gives parents more to work with; it is not thereby a safer state, and a state that reports less is not more dangerous.
So here is what this page can actually give you. Of the 1,803 Oklahoma schools in the collection, 1,044 have a published safety score. We publish a score only for schools graded A or B — records we believe. A C means the school reported almost nothing but is small enough that a genuine zero is common: not evidence of safety, but not implausible either. D and E mean schools of that size normally report several incidents, or ten or more, and this one reported almost none. When a school shows no score, that is the method declining to vouch for thin records, not a hole in our data.
Every school is compared with roughly 1,500 schools nationwide closest to it in enrollment that teach the same grade levels. Among peers that reported anything, we take the 25th percentile of the incident rate — a deliberately low bar — and a school reporting less than a quarter of what that implies for its size has not given evidence of safety. The comparison is national and is not adjusted for state.
Oklahoma has 546 school districts, and 34 have enough scoreable schools to rank. Most districts here are simply too small to say anything reliable about as a district. Among the ranked ones, Union and Norman both come in safer than 95% of ranked U.S. districts, followed by Claremore at 88% and Tuttle and Epic Blended Learning Charter at 87%. In Union's scored set, 16 of 17 schools have records complete enough to score; in Norman's, 15 of 25.
Percentile is against all ranked U.S. cities (higher = safer). Only cities with ≥5 trustworthy-data schools are ranked. Home value is Zillow's ZHVI.
