Erie City School District turned in fifteen schools in its scored set, and all fifteen filed records complete enough to grade. Nothing about that tells you those schools are safe. It tells you the paperwork is there, which is the first thing anyone checking on a school needs and the thing that is missing more often than parents expect.
This page draws on the 2021-22 federal Civil Rights Data Collection. Pennsylvania has 2,963 schools in that collection. We publish a safety score for 1,841 of them. The rest show no score, and that is the method doing its job rather than failing. We only publish a number when a school's incident reporting looks credible for a school its size. When the reporting is too thin to believe, we say so and stop there.
For 317 schools — 10.7% of the state — we grade the reporting doubtful. Schools of that size and grade range normally report several incidents, or ten or more, and these reported almost none. Read that as records we cannot verify. It is not a finding about violence, and it is not a warning about the building. Nationally the same share is 11.3%, so Pennsylvania sits close to the country as a whole. Even that comparison is limited: differences between states in this data are differences in how districts fill out forms, not differences in what happens to children. We do not adjust for state, and you should not read state rankings into it.
Pennsylvania has 760 school districts. Only 83 have enough schools with scoreable records to rank at all. A district needs a real base of believable reporting before a district-level comparison means anything, and most districts here are too small, or filed too little, to clear that.

Conewago Valley SD is safer than 78%, with all 5 of its scored set graded. Erie City SD follows at 76%, then Pine-Richland SD at 71% (5 of 6) and Wissahickon SD at 68% (5 of 6).
