Minnesota is a state of small districts. There are 561 of them, and only 47 have enough schools with records complete enough to rank. That is the first thing to understand about this page: most Minnesota districts aren't ranked, and it isn't because anything is wrong with them. A district ranking needs a critical mass of schools whose reported numbers we can actually stand behind. In a state where many districts run a handful of buildings, most never reach it.
The same logic explains the individual school pages. Minnesota had 2,746 schools in the 2021-22 Civil Rights Data Collection. We publish a safety score for 1,115 of them. A blank score is not a bad score — it means the school's reported incident numbers were too sparse, for a school of its size, to support a claim either way. We would rather show you nothing than show you a number we don't trust.
We grade the reporting doubtful — a D or an E — at 182 Minnesota schools. That is 6.6% of the state's schools, against 11.3% nationally. It's worth being precise about what that gap is. It says Minnesota schools filed records that hang together better than the national norm. It does not say Minnesota children are safer than children elsewhere. Our comparison isn't adjusted by state, and differences between states in this collection are differences in paperwork, not in what happens in hallways.
Among ranked districts, Anoka-Hennepin comes out safer than 97% of ranked U.S. districts, with 39 of the schools in its scored set complete enough to score. Bloomington ranks safer than 96%, with 15 scoreable. Roseville is safer than 94% but rests on 5 scoreable schools; Farmington, safer than 91%, on 7; Hopkins, safer than 90%, on 10.
Read those counts. A district built on 39 verified schools is telling you more than one built on 5. The count is part of the finding, not a footnote to it.
Percentile is against all ranked U.S. cities (higher = safer). Only cities with ≥5 trustworthy-data schools are ranked. Home value is Zillow's ZHVI.
